php.ini savemode off, exec verboten -> trotzdem exec lokal?

Hallo.
Also, ich sitze hier an einem Webserver den ich umkonfigurieren darf.... leider weiss ich nicht 100% was hier von welchen Einstellungen abhängig ist (erreiche gerade unseren Admin nicht... ich denke mal der hatte gründe für seine konfiguration).
Gibt es einen Weg über die php.ini mit folgenden einstellungen:

safe_mode = Off

trotzdem exec für einen speziellen Ordner zu erlauben?
